Context Before industrialization most Europeans worked in households
and small workshops at a pace set by task, daylight, and season, often combining agriculture
with piece-rate spinning or weaving supplied by a merchant. Guilds regulated entry and rates in
the towns, and rural families depended on common rights to grazing and fuel that made small
holdings viable. Enclosure and rapid population growth then detached large numbers from the
land. Thesis Industrialization changed working life profoundly, but
the direction of the change depends on what is measured and when: the first two generations
lost health, autonomy, and control over time while gaining little in real income, and only
after the 1840s did material standards improve substantially. The most durable transformation
was neither wages nor conditions but the creation of a class capable of organizing to change
them.
Doc evidence The immediate change was in the nature of work itself.
Doc 1 describes a child beginning at six and working from five in the morning until nine at
night, punished physically for lateness. Doc 2 shows the same discipline in its administrative
form: gates closing on a bell, fines for talking, whistling, or opening a window, and an
asymmetry in notice under which the worker must give a fortnight and the firm none.
Sourcing Doc 1 requires care: Sadler was campaigning for a ten hours
bill and chose and questioned the witnesses himself, giving manufacturers no equivalent
hearing, so the testimony shows conditions at their worst and how reformers built public
opinion rather than a typical case. Doc 2 is more revealing precisely because it is routine: a
firm listing its own rules had no reason to exaggerate, and the fines record what employers
thought they needed to compel.
Doc evidence Conditions outside the mill were worse than inside it.
Doc 4 describes unpaved streets filled with refuse and stagnant pools in the slums of great
cities, and Doc 6 shows the same environment thirty years later: a twelve-foot yard with one
standpipe, shared privies, and an open central drain. Sourcing
Engels wrote to demonstrate capitalism's human cost, and the rhetorical charge is obvious; the
fact that he was simultaneously managing his family's Manchester firm gives him access ordinary
polemicists lacked, so the description is better evidence than the framing.
Outside evidence Independent investigation reached the same
conclusions: Chadwick's sanitary report of 1842 established that mortality tracked filth and
overcrowding, and the Public Health Act followed in 1848 after a second cholera epidemic.
Doc evidence Doc 3 complicates this picture and must be confronted
rather than ignored. Real wages were roughly flat until the early 1840s and then roughly
doubled by 1900, so on the single measure most often cited industrialization eventually
delivered. But the same source records urban life expectancy more than a decade below rural
figures in the 1840s and declining adult stature for cohorts born in the early industrial
decades: evidence that nutrition and health moved the other way exactly when wages did
not.
Doc evidence What working people built in response proved the most
consequential change. Doc 5 shows the Charter demanding universal male suffrage, the secret
ballot, and payment of members so that working men could actually serve, backed by a petition
of more than three million signatures: a national political movement of workers, which had no
precedent. Doc 7 shows the quieter institution that outlasted it: a union providing sickness,
unemployment, traveling, and funeral benefits, enforcing a minimum rate, electing officers,
and affiliating to a national federation. Outside evidence That
capacity eventually produced results neither document anticipated: Bismarck's sickness,
accident, and old-age insurance in the 1880s was introduced explicitly to draw support away
from a socialist movement that had become too large to suppress.
Complexity The standard-of-living question therefore has no single
answer, and the strongest reading is chronological and distributional rather than a verdict.
The generation that entered the mills between 1780 and 1840 bore the costs (shorter lives,
longer hours, lost autonomy), and a later generation collected gains their parents had made
possible. The Commons declined to hear the 1842 petition, yet nearly every Chartist demand was
law within seventy years, which suggests the accurate measure of industrialization's effect on
working people is not the wage series at any one date but the shift in their capacity to act.
Workers who in 1780 bargained individually with a merchant were by 1900 organized in
federations and mass parties.
